Since "help, i have problems, i have a question" are not specific and are not useful for new users. If a title is specific enough new users can search and find answers to their problems easier. (I think that is the main reason there are double posts too). Maybe a new section can be added instead of a sticky?: "Rules for posting on the forum", so we can add new rules when ...
